Secretary’s Report, L. Kleindienst.  Minutes of March 6, 2002

  • Disruptive Student Behavior:     
    C. Tetrault met with G. James and L. Perez to clarify procedures and improve
    communications.  There is a booklet (Student Conduct:  Disruptive Student  Behavior) from the Dean of Student Services Office which was distributed in the Fall of 2001 that outlines procedures to be followed.  They include the following:-fill out form(s)-may give directly to student, but if uncomfortable with that, may give to G. James and he will handle it-document all events and actions and communicate with C. Mathison
  • Asbestos removal:     
    No date has been set for the process of removing asbestos from Bldg. 20.  However, a
    recent inspection - which included an MTA representative, Bob Kircher (state inspector), J. Miller (campus health officer), and the head of maintenance in the bldg– declared the environment safe as of April 2002.Of primary concern is faculty/staff input into moving issues and the health of those working in the affected areas.  To that end, on March 30, 2002, Dr. Stillerman spoke on the health issues and concerns.
  • Intensive Critical Thinking Courses:
    A committee consisting of M. Foss, S. Keller, L. Kleindienst, N. Rapoport, and C. Tetrault has been meeting to draft recommendations for implementing the contract requirements for courses being designated as “Intensive Critical Thinking”.  A preliminary agreement has been drawn for review by J. Dunn.
  • Summer Schedule:
    Some buildings and offices which deal directly with student needs (financial aid, registration, etc.) will be open on Fridays throughout the summer.  However, staff in those offices will work a 4 day week.

  • Reported budget conservation proposals:
  • The proposal to cut telephone access is being investigated as a violation of Article III in the contract under “diminishment of services”.  C. Tetrault will be speaking with administration.
  • Both MCCC Board and the SAC have voted to oppose any furloughs or cuts in pay.
  • Other items:
  • ERIP has been extended to grant funded people.
  • STCC PA Reps luncheon will be May 9 at the Hofbrauhaus.  Those planning on attending contact C. Tetrault ASAP.
  • Retirement party for J. Dunn May 13 at the Log Cabin.  Association will make a donation to a scholarship fund being established in his name.
  • NEA has released a CD titled “Penalty for Public Service”.  Carolyn has one copy.  Anyone wishing a copy please contact her.  A copy will be placed in the Library.
     
    Board of Trustees Report, C. Mathison.
  • T. Goodreau gave presentation on entrepreneurship.
  • Leigh Ann Herrick was elected alumni rep again.
  • A. Scibelli spoke about budget:

  • $710,000 of budget already encumbered for grounds/maintenance.  This is mandated by the state.* new governor’s budget is expected.  With no fee increases this budget would mean campus would have to cut 84 positions/staff/faculty.

    Grievance Officer’s Report, C. Mathison
  • A formal grievance on behalf of the 5 non-reappointments is being filed as a violation of contract.
  • All IT staff evaluations are now complete.
     
    Strategic Action Coordinator, S. Cutler
  • Sandra gave an overview of the SAC – its goals, organization, and activities.  She noted that there are now 3 regional coordinators, 2 from STCC and 1 from GCC:  R. Albano, C. Dupont, and A. Gillat.  SAC has been in touch with leaders at UMASS and their lobby date is April 25.  The FY 03 budget is expected to be released about April 24, 2002.  The forecast is very grim.  It was noted by C. Tetrault that this might be a deliberate action in order to garner support from the citizenry of the state to increase taxes in a variety of ways.
  • April 9th Lobby Day at State House:  13 of the 15 campuses will participate sending representatives from faculty, administration, and student body.  Two buses will leave from STCC at 9AM and will return around 2PM.  Sandra noted that faculty and staff should take a personal or vacation day to participate, but not a sick day.  Be sure classes are covered by an assignment or other activity.

  • R. Albano spoke about the coordinators’ activities:  contact has been made with all legislators seeking schedules and calendars.  Need to make MCCC presence visible to all.  Member support via phone calls, letters, visits will be needed.  Other actions:  working with K-12;  supporting 2 bills for 03 buy backs; establishing student intern program.
  • C. Tetrault noted that the $18,000 salary C. Flaherty has been well spent.  Has worked on ERIP for soft money people and is working to increase the back-fill percentage.
     
    MCCC Board of Directors, C. Tetrault:
  • Total of 55 MCCC members have filed for ERIP as of March 15, 2002 meeting
  • The classification market update is not on schedule.  Looks like April 12th payroll or later, but should be soon.  After update, if any monies left, than those who filed for merit pool will be considered and if anything left after that it will be distributed across membership.
  • Met Life is the new dental plan carrier.  Coverage effective April 1. 
  • MCCC Delegate Assembly is May 4th in Marlborough at the Royal Plaza.  Self- nomination forms have been distributed.  If anyone did not receive one please contact A. Peck.  Some problems in mail room were noted.  Increases in union dues ($11 for full time and $4 for part-time and adjunct.
  • Stipend for campus Web Master approved  by MCCC BOD ($250/semester) with similar verification conditions as for Newsletter Editor.
  • MCCC is in support of tax restoration or increases.
  • Board voted against supporting any form of pay cuts – voluntary cuts, furloughs, etc.Business and Discussion Items
    Election for new Officers for STCC PA will be held in April.  Self-nomination forms are in the campus mail.  Please return to A. Peck.  As previously noted a self-nomination form for delegate to MCCC Assembly has also been placed in the campus mail.  Unless there are more nominations than delegate slots no election will be held for the Assembly.
