ASSOCIATION MEMBERSHIP MEETING MINUTES
September 30 , 2004

Special Guest, Pres. Ira Rubenzahl was warmly welcomed by the membership. He then made remarks about the Governor's recent veto of MCCC points in the supplemental budget. Ira is very supportive of the membership and is determined to work together to achieve the expected override in January. There is a meeting of the Community College Presidents on October 10, 2004 and this issue is on the agenda. He also encouraged members to be politically active in the coming elections and in the future.

Passed.
All other reports wiaved in order to focus on Work-to-Rule discussion and vote.
MCCC Director/SAC Report: R. Albano, S. (Cutler) Howell (retired)
Roberta gave an overview of all of the MCCC Board and SAC activities during the past year in their efforts to get the points funded. The Governor's veto was a huge disappointment. However, the legislature is firmly behind the funding and is expected to pass an override in January. In the meantime, a decision was made by the MCCC Board to adopt Work-to-Rule actions. Work-to-rule was deemed a regrettable but necessary action to let the governor and the legislature know we will not accept the action lying down. Roberta also noted that the Presidents of the Community Colleges are firmly in our corner over the points issue. The recent change in leadership in the House bodes well for Higher Education.
Sandy (Cutler) Howell also addressed the membership about the importance of sticking together and adopting the Work-to-Rule actions. She stressed the importance of political involvement especially in the upcoming elections. Numerous legislators have been targeted by Gov. Romney and there are some crucial seats at stake both in the Senate and the House elections. Members need to become involved actively in these elections. Need to support those who support Higher Education.

Carol introduced the Executive Committee's recommendations
on Work-to-Rule. She reviewed the Executive Committee's process for selection of the recommended actions, noting that the intent was to minimize the impact on students and to maximize focus on union involvement in upcoming elections. Discussion by the membership followed the presentation. At 1:45 a motion was made by K. Czuchra to adopt the Work-to-Rule recommendations as presented. C. Dupont seconded the motion and it was passed resoundingly (95% in favor).
